I'll bet there are openings for new noncommmercial stations in your neck of the woods. Or the desert. There are no local or regional public (or non-religious non-commercial) stations at all. Near as I can tell, anyway. I'll bring up the start-from scratch question with the Public Radio Capital folks when I see them. There are responses to this message:
