I'd say it is a bit of an overstatement to say "the congress we just threw out", considering that every Democratic incumbent running was reelected, and a very large proportion of the Republican incumbents were reelected, too. There was a change in only about 5 or 6 percent of the seats. That's enough to change the balance of power, of course, but most of the players are still the same, so the game won't change very much, and it's the game that is the problem ...
