Yes, I'm sure it happens. And since Sirius has admitted it willfully violated FCC rules, they should correct the matter. XM too, if they're just as guilty. That said, the problem of errant modulators is tiny compared with the problems NPR and other broadcasters face in the form of flat-out crappy receivers -- and their own blind eyes in the direction of eventual Internet and cellular wireless program distribution... to mention just two among many other opportunities they still overlook.
