While Frankston's prose is nearly impossible to decode with confidence ("While the US Congress continues to add epicycles to the Regulatorium there is growing awareness of a different way of thinking about tele/communications and that the current model is not sustainable."), it appears that he's arguing for government ownership of the Last Mile. That's a non-starter.
