Had a similar experience with landscapers at my place in Vegas
I carefully spray-painted the places where there were buried cables and pipes in bright Red paint, and explained in very clear English and Spanish that they shouldn't dig there.
The first place, THE FIRST PLACE, they dig? Right on top of the red line. with a frickin Pickaxe. stoppping them lasted about 5 minutes. Then they start hammering spikes for concrete framing - right along the lines. Had to literally stand out there for the morning and stop them about 10 times from breaking my pipes and conduits.
I toyed with the idea of just connecting the 110 volt line and letting them go for it. The first one fried would stay in place until the work was done, as a warning to the others.....
