Access vs delivery
I think you are missing the key point in the access frame, and that is freedom.
If we can push the debate to one of freedom, which is the first concept that comes to mind with the access frame, we will win. We need people to say,"Nobody tells me what I can or cannot read."
I believe that the other frame that is being pushed by the Communications Cartel is delivery, which is much closer to the marketplace frame that you endorse. The response by people will be, "You mean I'm not going to be able to get my stuff?"
The access frame points us to a debate about the freedom that the Communications Cartel is trying to take away from us. The delivery frame points us to a debate about getting our stuff, and will allow the Communications Cartel to cry about not be able to deliver what they have promised.
I think people will fight for their freedom before they will blame the messenger for not being able to deliver our stuff.
