Better Search...
Doc, you are getting closer. In your, "Making More Sense of the Web", you note that the difference between Technorati and the Google/Yahoo search engines is a permanent link. More important is a permanent storage place for the object -- you know, like a library. Isn't that what Flickr is?? Don't you physically send a picture along with some information about the picture that includes some "Tags", more commonly called "keywords" in the computing business.
If my guess about Flickr is correct, they are maintaining a database, the picture is the object and the information you send is a record in that database or is converted to a record in that database.
The ultimate answer is for you to load the picture into your personal database (ScrapBook) and then transfer both the record and the object to whomever you choose. By so doing, you are "publishing" your picture.
Obviously, the next step is to do the same thing with your blog posting -- then nobody need search -- they just access the database (BTW -- directory structure is a very simple approach to a database). True databases organize objects by a number of ways: categorically, alphabetically, numerically, chronologically, spatially, geographically...
