I'm not so sure. I haven't seen anything that leads me to believe Google cares. I hang out in some shady SEO circles, and I still see certain SEO practices working that I just can't believe Google hasn't fixed. Google wants people to click through to advertisers so they make money (regardless of the value of that site.)
Blogspot spam has been a problem for atleast a year. Just this week (after Cuban make a public fit about it), they finally implemented some changes to the system.
Someone at Google has to approve these blogs for Adsense. How does that happen? I hope they would regularly check a site to make sure it is still up to par. I constantly see splogs with Adsense on them, and I've never read about someone's Adsense account being suspending because their site looked automated.
AS LONG AS THE SITE IS MAKING MONEY, GOOGLE DOESN'T CARE IF IT IS A SPLOG OR NOT.
