I'm only guessing based on the facts presented in your posting. But I'd be willing to bet an Andrew Jackson that this is the real story: it's all a big publicity stunt by Clear Channel.
Keep in mind that I don't know any of this as a fact, and I'm only speculating as to what seems like a likely explanation - in my opinion...
- Clear Channel is planning a format change, probably to a variant of the "Jack" format.
- They (Clear Channel) set up this "radiofree" site and placed those posts as a way to draw their unsuspecting competitor (WOKY) into promoting the upcoming format change. Of course the competitor (WOKY) has no way of knowing they're promoting a new format on a Clear Channel station until it's too late. They (WOKY) will have unwittingly drawn all kinds of attention to these "pirates" by talking about them on WOKY's airwaves and website.
- The "jamming" is actually a very old-school "stunt". It's probably a series recordings made my Clear Channel, planned out and carefully orchestrated to make it seem as though someone is "breaking into" their signal.
- All of this is probably designed to draw attention to the "pirates" and the "jamming" and the "radiofree" people... building as much public awareness as possible before they (Clear Channel) "throw the switch".
- At the height of public curiouosity, Clear Channel launches their new station and it becomes apparent that WOKY and the public were duped.
Again, it's just a guess. But that's what it sounds like to me. While it may be a bit, er, sneaky... I don't think it likely that anything illegal is going on.
