Blogs are mostly non-institutional. Papers have buildings, employees, and their output ends up in libraries as part of a well-understood "public record." The power ratio between editors and those that send letters to them is higher than any similar ratio in the blogosphere.
Yet there is a power difference between bloggers and their commenters. That's why I think it's usually better to reply in one's own blog than in a comment section, even though I often do the latter myself mostly because that power-difference doesn't bother me.
