Your comment on the need to go beyond the "national" was intriguing to me. In my experience as a Canadian, I usually find folks from the US less aware of the world in general. If you check the travel stats, you will find that Americans travel outside of the US at about half the rate that Canadians travel outside of Canada. And, when Americans do travel, most of them go to Canada or Mexico. While Canadians do travel to the US, almost half of our travel is outside of North America. Europeans are even more travelled.
I wonder if part of the "disinterest" is that it's difficult to relate to a people unless you experience them -- both their differences and similarities.
The lack of interest in the opinions and differences of those from other parts of the world comes off as arrogant and sometimes even bullying. This "disinterest" has a much wider impact than its impact on the net...although I wonder if the net can be part of the solution.
