There is a nice little industry that does this. The take the data from Arbitron and message it for public stations. Radio Research Consortuim is just one of many. Ie: WBUR in Boston always ranked in the top ten in morning and afternoon drive, in part because of the BBC news hour live from the Americas stream on World Service at either 8 or 9a local time depending on time of year.
