Can you try hooking her laptop directly to the WAP or cable modem with an ethernet cable? That would help to rule out something related to the AirPort.
Do you have any logging on the mail server that would perhaps display some errors? Something like /var/log/maillog, depending on the OS and version?
Here is another idea: try changing your wife's email password in the Eudora preferences to be WRONG. See if this makes a difference, i.e. is Eudora getting far enough along in its handshake with the server to try sending a password?
Also, what is different with the Cox Business vs Residential service? Do you have two different physical cable modems? Or is there a single modem and you configure it differently? Or some other difference?
As a last resort, there are tools you can run to watch and log your network traffic, that might give a hint about what Eudora is doing. But it would be better to come up with some theories first.
