You are always working with a temporary solution. You can assign rights to any kind of digital content. The question is how longs those rights can last before someone sucessfully hacks them. Microsoft and Real both use wrappers around the digtial content and both use variations on the theme of using a server to store the rights part of it. Most DRM systems are very easy to run in the Enterprise, the question for IT is do you want to. If a piece of video needs to be encrypted and tracked this is the way you might want to do it. Say a lecture that you want staff to view.
