The law making recall possible is the Constitution of the State of California. I found it by Googling "California constitution recall". It looks like you need to get rid of Article 2 Section 15, if you don't want recalls to work this way. I didn't have time to read the constitution any further. Can it be amended by a ballot initiative? There are responses to this message:
