Not exactly what you're looking for, but it might be worth mentioning Ted Shelton: http://tedshelton.blogspot.com/ I tried to answer the very same question for another journalist friend a couple of years ago. Best we could come up with back then was a link to Ed Vielmetti who was working to license the Blogger and/or Radio technology for use across the entire Cisco intranet. Unfortunately, Ed got downsized just as he was getting into this thing, so I don't know if the project survived.
