Joel Spolsky has an interesting idea to reduce spam by white listing mail that has paid to use a server:

I'm not sure Joel's idea would work in real life. 1 cent may not be enough of a dis-incentive.
Spam, as annoying as it is is far less annoying than the people who call me every single night to sell me something. It's gotten so bad that we don't answer the phone after 6 P.M. If the caller is legit they will leave a message.
I like the concept that if an e-mailer is legit, they will have a certificate, or some other way identifying themselves as someone I want to talk to, before I have to actually talk to them.
