The title of the webpage is definitely relevant to the scores for search hits. Also, the words in the beginning of the page are considered likely to be of more importance, so those also result in higher scores. But what's inside of the anchor tags is also important. Not only is "weblog" present in the title of the "weblog wannabe", but surely it is present in the links to that page.
So, if you, Dave, want to score high on searches for "weblog" and ''Dave'', you should change the title to "Scripting News: Dave Winer's weblog" or something like that.
