Doc:
A couple things: I emailed you regarding the CARP question for non registered artists. Don't know if you received it. However the deal is, if the artist isn't registered it makes no difference because Sound Exchange (SE) is the registered agent the LOC Copyright Office recoginizes them. The LOC will pay SE and then it is SE's responsibility to seek out and find the artist to pay them.
Now you see the pay off. SE pretends to look for the artists, banks the money, pleads they can't find the artist-- all the while they are collecting some type of interest and fees. Pretty cute huh?
Oh as for your Cox Problem-- I blogged about what I'm doing over here. http://radio.weblogs.com/0100243/2002/07/06.html#a402
Enjoy Wylie and Company. We have a new litter of coyote pups in the neighborhood. Last week when we had the full moon-- they were all up on the hill over the house learning to howl as a chorus. A little off key-- but a chorus never-the-less.
