I just wrote up an I idea for Civil (Dis)Obedence and the RIAA where I call for using technology in a fashion much like Michael Bernstein suggests but use the RIAA tax to "tax" the RIAA by placing a burden on there accounting structure. They are set up to distribute payments from a few to many rather then many to many.
