Airport base station problems

I can't say for sure, but your problems sound like the first stage of the blown capacitor problem that plagued the first generation of Airport base stations. I seem to recall that that was what happened to mine before the capacitor finally overheated for good and the base station turned into a paperweight.
The good news is that Apple replaces these base stations for free even after the warranty has expired. The bad news is that you'll probably have to wait until you get to the paperweight stage for them to do it. You can tell if you have one of the affected base stations at this web page.
