Testifed yesterday at the CARP hearings in DC. This is the rule making on 112 and 114. The RIAA thinks a cache is a digital copy of a sound recording. So if you have cached a stream or cd on a web server or on your network, you need to report that copy to the RIAA. A lot of streaming providers do just that, cache copys of their streams, in other data centers, after 21 of May I don't think that will be happening.

The RIAA had a table full of lawyers, and they were not making a great impression on the LOC folks.
College radio that is webcast will be wiped out by CARP, and small independent shoutcast style webcasters also will go under. Unless the estimated libarian of Congress James Billington decides otherwise on May 21st.
