Call me wacked (it's okay, really), but I agree with ASCAP's (www.ascap.com) stand on the girl scouts needing to pay license fees. They are no different from any other club, group, or venue, and the truth is that publishing is essential to composer/musicians getting paid within a business that is structured to prevent just that. If you're smart, and you don't sign away your publishing, it is in essence your 401K, your retirement, something to leave to your family, a source of ongoing revenue (in royalties) in an industry that is uniquely unpredictable (except for the few at the top and those in power). An ASCAP wife, I support the organization's commitment to collecting the fees, even if it's from those cute little girls that sell the cookies--ooops, I mean the men in charge.
