Hillary Rosen of the RIAA describes her organization's purpose (at least in respect to the DMCA) as "enforcement." It's not technically a lobbying org, though it certainly lobbies in its own way.
As for the rest of it, I'm not sure one needs to be anything other than a writer to contribute text to legislation. I've heard Disney pretty much wrote the DMCA. If not, they certainly influenced it. As for how-comes, it's hard to ignore the roles of money and other perks. Having friends in Hollywood is appeal enough for plenty of pols, I'm sure.
As for the rules, I'm still a rookie. History just has me by the throat, dragging me along on this one.
