KPIG used to call themselves "mutant cowboy rock & roll," but the industry category is Triple A (as you see here), which I believe stands for "adult album alternative" or something. Apple's iTunes also lists the station under "Americana." Note that KPIG folks also do Cowboy Cultural Society and Folk Scene under iTunes Americana category.
I listen to KCLU too, over the ordinary airwaves. We get it here in Santa Barbara on 102.3, where the station puts out a whopping 4 (yes, four) watts. Doesn't do badly though, considering.
Last I listened to KCLU on their webcast, it was almost unlistenable. Maybe it's better now. I should check back.
