It's the SMTP server setting. If you use this host - smtp.earthlink.net - you may have some better success getting mail outbound. I found it at http://help.earthlink.net/techsupport/xmldocs/macintosh/os_x/email/mail/2919.help.html Otherwise - use your Mac OS X box (or some other Unix variant) and bring up an SMTP service in your area...have mail applications point to your local SMTP service for outbound.
